Luís Cabral Menezes is a Consultant at IMOLEGAL, providing strategic advisory services in the fields of real estate development and construction. As a chartered construction professional and engineer, he advises developers, investors and multidisciplinary teams on the structuring and delivery of complex real estate projects.
His practice spans the entire development lifecycle, with particular expertise in feasibility analysis, procurement, cost management, risk management and value engineering.

Luís has built an established international career in London since 2003.
He served as Construction Director at Bouygues UK, where he pioneered the implementation of off-site construction and Modern Methods of Construction (MMC) on major developments.
He subsequently joined Regal London and Arada, representing the developer’s side, where he defined industrialization strategies (DfMA/off-site) and led the procurement of critical work packages for complex residential developments, including the Fulton & Fifth project in Wembley.
Between 2022 and 2025, he served as Head of Construction at Criterion Capital (London) and Country Head of Criterion Portugal, playing a central role in the expansion and delivery of the group’s developments in Portugal.
He is a member of both the Royal Institution of Chartered Surveyors (RICS) and the Chartered Institute of Building (CIOB).
